Autorizase al Gobierno para celebrar un contrato de permuta con la Diócesis de Tunja, consistente en dar el antiguo edificio del colegio departamental femenino, que la Nación recibió en desarrollo del artículo 2°, ley 20 de 1940 , por el Palacio Episcopal de esta ciudad. En la celebración de este contrato las partes paran fijar directamente los precios que sirvan de base a la permuta.
