Queda facultado el Poder Ejecutivo para reglamentar la ejecución de las disposiciones del presente Decreto como lo exijan las circunstancias y lo aconsejen la práctica; y facultase igualmente al Ministerio de Obras Públicas y Fomento para resolver en cada caso las consultas que se le hagan Sobre el particular por conducto de las respectivas Gobernaciones.
