Autorízase a los Concejos Municipales del departamento de Norte de Santander para que hagan obligatorio el uso de la estampilla que por esta ley se autoriza con destino a las Universidades Francisco de Paula Santander, UFPS, Cúcuta y Ocaña, y a la Universidad de Pamplona, siempre y cuando no exista una doble tributación sobre el mismo objeto en razón a los principios de coordinación, concurrencia y subsidiaridad aplicados a las competencias atribuidas a los distintos niveles territoriales.
