Artículo segund o. El Ministerio de Obras Públicas, por intermedio de la Jefatura de Conservación de Carreteras o cualquier otra dependencia de esa entidad a que corresponda, dispondrá el mantenimiento de las mismas por conducto del Distrito de Obras Públicas número 16 que contiene como sede a la ciudad de Cúcuta en el Departamento de Norte de Santander.
