º. Cuando las partes interesadas consideren que los sistemas que adopte la Contraloría General de la República para lograr la vigilancia y efectividad del control fiscal, lesionen las facultades que la ley les ha reconocido podrán después de la debida notificación y agotamiento de la vía gubernativa, recurrir ante el Consejo de Estado en ejercicio del recurso contencioso administrativo, en la misma forma y término en que son acusables las providencias de los Ministros del Despacho Ejecutivo.
