Ningún empleado o agente del Gobierno será relevado de responsabilidad por haber obrado en virtud de orden de un funcionario superior, en el pago, empleo o disposición de los fondos o propiedades de que sea responsable; pero el funcionario que ordene tal pago o empleo ilegal de dichos haberes será responsable en primer término por la pérdida que sufra la Nación.
