Art. 2.º El pago de los portes de dichos despachos según la tarifa, podrá hacerse mensualmente por los Gobiernos seccionales. Las cuentas que para su cobro presenten los telegrafistas, se formularán en vista de los libros respectivos, computando el precio de los despachos trasmitidos por las Secretarías del Poder Ejecutivo de los Estados a sus ajentes i, el de los recibidos de los mismos.
