Con el objeto de darles la mayor unidad posible a la inspección y vigilancia de las instituciones de utilidad común, el Gobierno procurará que las distintas dependencias de ese ramo, que actualmente funcionan separadamente, formen un mismo departamento o sección, bajo la dirección de un solo Despacho Ejecutivo.
