Con el fin de garantizar el flujo efectivo de recursos en el Sistema General de Seguridad Social en Salud, el Ministerio de la Protección Social girará directamente, a nombre de las Entidades Territoriales, la Unidad de Pago por Capitación a las Entidades Promotoras de Salud o a las Instituciones Prestadoras de Salud de los distritos y los municipios de más de cien mil (100.000) habitantes a partir del primero (1°) de enero de 2012, utilizando el instrumento jurídico definido en el artículo 29 de la Ley 1438 de 2011.
