Los miembros de la Junta Directiva de "SATENA", aunque ejercen funciones públicas no adquieren por ese sólo hecho la calidad de empleados públicos. Su responsabilidad, lo mismo que sus incompatibilidades e inhabilidades se rigen por las leyes de la materia y por las normas estatutarias de "SATENA".
