Las disposiciones del presente Decreto tienen carácter de reglamentarias de defensa y sanidad pecuaria, y se considerarán como de policía e higiene públicas, según él artículo 37 de la Ley 74 de 1926. Las sanciones previstas en el artículo anterior serán impuestas por los Gobernadores o por el Ministerio de Industrias. Comuníquese y publíquese:
