º . Las Comisiones de Regulación a que se refiere el artículo 1º de este Decreto se pondrán en funcionamiento tan pronto éste entre en vigencia, de acuerdo con lo previsto en el articulo 18 de la Ley 142 de 1994, y según las reglas que se expresarán en los siguientes artículos.
