Art. 1.º Autorízase al Poder Ejecutivo para que conceda permiso a cualquiera compañía o persona que lo solicite, para establecer en las costas de la República el estremo de cables telegráficos submarinos que pongan a la Nación en contacto con otros puntos de la tierra, así como para unir dichos cables submarinos con líneas telegráficas terrestres.
