o. La Medalla Cívica Camilo Torres constituye una condecoración y deberá usarse como tal en los actos acostumbrados. Su entrega se hará siempre en ceremonia solemne por el Presidente de la República en la Primera categoría, y por el Ministro de Educación Nacional en las Categorías segunda y Tercera. Cuando el presidente o el Ministro no puedan entregarla personalmente, se hará representar por otro funcionario.
