Los funcionarios que retarden u obstaculicen el suministro de la información a que se refiere el artículo anterior, la celebración o el cumplimiento de los contratos o convenios, incurrirán en causal de mala conducta y serán objeto de las sanciones disciplinarias correspondientes, sin perjuicio de las demás previstas en la ley penal.
