Reconocerse á cargo del Tesoro y á favor del señor Elías Álvarez D. La cantidad de cuatrocientos ochenta pesos ($480) que dejó de pagársele durante los dos bienios de 1889 á 1890 y 1891 á 1892, en su carácter de Oficial 1.° de la Sección 1, ª del Ministerio de Fomento, por error cometido en la publicación de la ley 150 de 1888, en la cual se puso á dicho empleado el sueldo anual de $720 en vez de $840, que fue votado por el Congreso de aquel año.
