Art. 2.° Los trastornadores del orden público, ya se consideren autores, cómplices 0 auxiliadores, responderán al Estado, solidaría i mancomunadamente en sus propiedades, de los gastos do la guerra, como indemnización de los daños i perjuicios que le causen : i a los particulares de los daños que les hagan, previo el juicio correspondiente, conforme al inciso 7.°, artículo 28, i al 15, artículo 46 de la Constitución.
