Art. 3° Ninguna de las oficinas telegráficas se proveerá por si de artículos de escritorios haciendo uno de las partidas votadas en el presupuesto, con excepción de las plumas y de las tintas de que trata el artículo anterior. En consecuencia son responsables los Administradores principales Hacienda por las sumas que indebidamente paguen.
