El impuesto a las ventas de loterías foráneas sobre el valor nominal de cada billete o fracción no se causará en la jurisdicción de la entidad territorial que explote la respectiva lotería ni en los departamentos o el Distrito Capital, según el caso, con los que aquella se encuentre asociada para administrar u operar el juego.
