La Nación procederá a la construcción, dotación y sostenimiento de las Cárceles de Circuito, para hombres y mujeres, en las ciudades de Ocaña, en Norte de Santander, y Espinal, en el Departamento del Tolima, obras que se incluirán en el plan carcelario del Ministerio de Justicia.
