Cuando se hubiere iniciado el proceso de enajenación voluntaria que establece la Ley 9º de 1989 y existiere inscripción en el folio de matrícula inmobiliaria de la oferta de compra correspondiente, el proceso se regirá por el avalúo administrativo especial establecido en dicha ley. Lo mismo se aplicará a las adquisiciones de predios con destino a las obras financiadas mediante contribuciones de valorización que se encuentren decretadas.
