Apertura por la Asamblea . Cuando se trate de apertura de créditos estando reunida la Asamblea, los respectivos Secretarios y Jefes de Unidades Administrativas harán Ias solicitudes al Secretario de Hacienda en la forma prevista en los artículos anteriores. Aceptada la conveniencia por el gobernador, el Secretario de Hacienda hará Ia solicitud del certificado de disponibilidad al Contralor Departamental, y al obtenerlo, someterá el expediente a la consideración de la Asamblea con el proyecto de ordenanza respectivo.
