Red vial terciaria. El Gobierno Nacional conjuntamente con los entes territoriales compartirá la responsabilidad de la construcción, mantenimiento y conservación de la red vial terciaria en el territorio nacional, a través del Fondo Nacional de Caminos Vecinales y los mecanismos que el Estado considere pertinentes.
