Art. 18. (Transitorio). Mientras se dictan por el Poder Ejecutivo los reglamento, orgánicos de la Instruccion pública, continurán funcionando los institutos nacionales que hoi existen, con las leyes que los rijen; i los empleados en ejercicio seguirán en sus destinos, en calidad de interinos, hasta tanto que el Poder Ejecutivo haga nuevos nombramientos.
