º . Incorpórase los siguientes incisos en subrogación del inciso primero del artículo 17 del decreto 2396 de 1954: El Gran Collar se podrá conceder exclusivamente a los Jefes de estado. Quienes desempeñen la Presidencia de la república de Colombia por elección popular serán titulares de esta Orden por derecho propio. La Gran Cruz Extraordinaria se podrá conceder exclusivamente a los ex Jefes de estado y Cardenales Colombianos.
