Destinase la suma de sesenta millones de pesos ($ 60'000.000.00), para la iniciación de estudios, trazados y comienzo de la obra de qué trata la presente Ley. Autorizase al Gobierno Nacional para contratar empréstitos de agencias internacionales. Al efecto el Ministerio de Obras Públicas elaborar los proyectos para la entidad indicada al suministro de la inversión.
