Si al vencerse la hora en que deben iniciarse los escrutinios, uno o ambos miembros de la comisión no se hubieren presentado a cumplir su función, el juez que actúe como clavero la reconstruirá haciendo, mediante resolución, el nombramiento de los respectivos reemplazos en ciudadanos de la misma filiación política de los ausentes, dejará constancia de ello en el acta y comunicará la novedad a los Delegados del Registrador Nacional del Estado Civil para lo de su cargo.
