Se considera como inadecuadamente explotadas las tierras que no siendo incultas y atendiendo a los factores que señala la parte final del artículo 56 de la Ley 135 de 1961, no se explotan en agricultura o ganadería, conforme a tales características, hasta donde lo permiten sus aspectos favorables.
