Los contratos de empréstito que se celebren en desarrollo de lo que dispone esta ley, requieren para su validez únicamente la aprobación del Organo Ejecutivo y la posterior revisión del Consejo de Estado. Los de compras de las dragas, ya sea al contado o a plazos para pagar el precio de ellas, necesitarán únicamente la aprobación del Consejo Nacional de Vías de Comunicación y la del Organo Ejecutivo, previo dictamen favorable del Consejo de Ministros.
