ARTICULO 1o . SUPRESION DE FUNCIONES. - Suprímense las siguientes funciones del Instituto Colombiano de la Reforma Agraria: 1a. La prevista en el literal e) del artículo 3o. de la Ley 135 de 1961, que autoriza al Instituto a promover y ejecutar conjuntamente con otras entidades, mediante mecanismos de cofinanciación, la construcción de vías y caminos vecinales en zonas de colonización, parcelación y concentraciones parcelarias; 2a. La establecida en el literal f) del artículo 3o. de la Ley 135 de 1961, que faculta al Instituto para promover y ejecutar, en coordinación con otras entidades públicas, programas y proyectos de recuperación y adecuación de tierras en regiones de colonización, parcelación o concentraciones parcelarias.
