amends ley 38/89

El artículo 54 de la Ley 38 de 1989, quedará así:

"Corresponde al Gobierno dictar el Decreto de Liquidación del Presupuesto General de la Nación.

En la preparación de este decreto el Ministerio de Hacienda y Crédito Público - Dirección General del Presupuesto Nacional observará las siguientes pautas:

Tomará como base el proyecto de presupuesto presentado por el Gobierno a la consideración del Congreso.

Insertará todas las modificaciones que se la hayan hecho en el Congreso.

Este decreto se acompañará con un anexo que tendrá el detalle del gasto para el año fiscal respectivo".
