El concesionario podrá traspasar su contrato, previo permiso del Gobierno, a cualquier persona natural o jurídica. El traspaso no podrá verificarse, en ningún caso, a favor de Gobiernos extranjeros. El Gobierno no podrá negar el permiso para el traspaso din dar a conocer las razones de su determinación.
