Art. 114. Los Directores y Subdirectores de las Escuelas Normales, los demás empleados necesarios para el régimen interior de ellas, los Catedráticos y los Maestros de las anexas, serán nombrados por el respectivo Gobernador, con la aprobación del Poder Ejecutivo. Con excepción de los Catedráticos y Maestros, todos los demás empleados mencionados serán alimentados y alojados en el respectivo establecimiento.
