Artículo tercero . Cuando en aplicación del artículo 27 del Código Fiscal, el Consejo de Ministros califique como urgente la contratación de un seguro prescindiendo de la licitación, el mismo Consejo podrá señalar las condiciones a las cuales deba someterse el contrato respectivo, a fin de garantizar efectivamente la protección contra los riesgos y la equitativa participación de las compañías de seguros legalmente autorizadas para funcionar en el país.
