El gobierno procederá a impulsar, por todos los medios a su alcance, el ensanche, desarrollo y mecanización de la industria del fique, procurando que se reduzca el precio del costo de la fibra y su manufactura, y a organizar la producción sobre bases técnicas de modo que se establezca los mercados interiores de artículos de fique y se atienda a su exportación.
