Por el Ministerio de Hacienda y Crédito Público y los Consulados Centrales se proveerá al servicio consular de la República de las estampillas de timbre nacional que necesiten, las cuales llevarán un resello que diga servicio exterior, para distinguirlas de las que se usan en el interior del país. La misma clase de estampillas emplearán las aduanas de la República para hacer efectivos los derechos que se mencionan en la Ley 2º de 1936.
