A partir de la vigencia de la presente Ley el Gobierno del Departamento del Valle del Cauca procederá a hacer, directamente o por contrato, los estudios necesarios para utilizar las aguas del rio Cauca, o de lagunas de sus afluentes, en la irrigación de las tierras plenas de dicho Departamento, y a construir canales convenientes para la desecación de las tierras inundadas.
