Art. 3.º Cuando el valor de las mercaderías no exceda de veinte pesos no será obligatorio presentar manifiestos, pero si deberá solicitarse permiso de la Aduana para hacer la exportación, y esta oficina expedirá al interesado una boleta, sin cobrar derechos, con datos á iguales a los que se exigen en los manifiestos, dejando al propio tiempo copia de ella. En todo caso deberán conducirse las mercaderías por los lugares y á las horas de que se ha hablado. Dicho permiso podrá solicitarse verbalmente ó por escrito en papel común sin estampillas.
