El incumplimiento por parte de los extranjeros a las disposiciones contenidas en los artículos 4º, 5º y 6º de este Decreto, sin causa legítima y comprobada, se castigará con una multa de $50 a $100, que impondrá la primera autoridad de policía ante la cual han debido presentarse para los efectos de la expedición de la cédula de identidad.
