Autorízase al Gobierno para tomar del presupuesto extraordinario del Ministerio de Obras Públicas la suma necesaria para adelantar la construcción del acueducto y alcantarillado de la ciudad de Pasto, que se considera obra de carácter nacional, o para aumentar en el indicado presupuesto a expresada suma, siempre que no se lleve a cabo la realización del plan de obras públicas nacionales acordado.
