Las franquicias aduaneras concedidas por la Ley ó por contratos celebrados por el Poder Ejecutivo á empresas ferrocarrileras, de navegación, fábricas industriales, etc., en las cuales no se hayan hecho especificaciones y se hable de materiales y útiles para dichas empresas, sólo comprenden la maquinaria y sus repuestos, rieles, clavazón, herramientas, material rodante y útiles para telégrafos. Los demás efectos que se introduzcan quedan sujetos al pago de derechos de importación según la clase de la Tarifa á que correspondan.
