º De la responsabilidad. La entidad administradora de la Zona Franca Transitoria, autorizada por el Ministerio de Comercio Exterior, responderá ante la Nación por los derechos de importación, el impuesto sobre las ventas y las sanciones a que haya lugar, de los elementos perdidos o retirados de la Zona Franca Transitoria, sin el lleno de los requisitos previstos en las normas aduaneras.
