o Esta Ley regirá desde su sanción, y sustituye en todas sus partes las creaciones de los Decretas extraordinarios 1692 de 21 de junio de 1955, y 1644-Bis de 6 de agosto del 1955, quedando al mismo tiempo derogadas todas las disposiciones de cualquier carácter que le sean contrarias.
