Se autoriza al Poder Ejecutivo para que contrate en el estranjero hasta tres profesores ciantíficos que se comprometan a dar la enseñanza militar, especialmente de Estado Mayor i artillería.

§. El Director, los profesores i los ayudantes, son de libre nombramiento i remoción del Poder Ejecutivo.
