El Gobierno por conducto de los Inspectores de Bancos, hará una rigurosa Investigación en los establecimientos que tienen la facultad de emitir cedulas hipotecarias, a fin de cerciorarse del cumplimiento que estén dando a las disposiciones de la Ley 24 de 1905 , y les impondrá la obligación de hacer reaseguros hipotecarios cuando resulte que las seguridades otorgadas son deficientes.
