º . En los municipios de menos de 50.000 habitantes, si no se encontraren personas que reúnan cualquiera de las calidades señaladas en el artículo anterior, el Ministerio de Comunicaciones podrá, designar Inspectores de Cine a quienes gocen de reconocida solvencia moral.
