Terminadas todas las obras de que trata esta lei, el Poder Ejecutivo declarará habilitadas las bocas del rio Magdalena conocidas con el nombre de "Bocas de Ceniza" para el tráfico de buques que hagan el comercio interior i esterior hasta el frente de la ciudad de Barranquilla.
