Otorgamiento de la licencia. El Ministerio de Comunicaciones podrá otorgar licencias para el ejercicio y desarrollo de actividades de telecomunicaciones que utilicen sistemas de radiomensajes en el establecimiento de redes privadas de telecomunicaciones a solicitud de parte, siempre y cuando las solicitudes cumplan con los requisitos técnicos, administrativos y jurídicos que se señalen en el presente decreto. Dichas concesiones no podrán cederse a ningún titulo.
