La Unidad Nacional para la Gestión del Riesgo de Desastres será la encargada de elaborar un documento que contendrá las orientaciones para su formulación y la definición del tipo de plan que se requiere para el país, a partir de la articulación y sistematización de la información consolidada de la participación de los comités nacionales y ministerios.
