El Gobierno Nacional efectuará las apropiaciones y operaciones presupuestales necesarias para asignar los recursos que requieran para la plena operatividad del ICG. Dichos recursos serán administrados por Finagro de conformidad con la programación anual que adopte la Comisión Nacional de Crédito Agropecuario.
